Recently my council wrote to me I am eligible for an energy bill rebate of 150£
I am on a skilled worker visa so can I claim this refund or will this any way affect my ILR?

You can claim it, its a refund of the excess you paid on bills. There won't be any negative impact due to the reclaim on your ILR.
