You are not alone. There is a few of us on here. In my case, I am estranged from my mother and thus can't provide her state ID document. Everything else is in order, my mothers birth and marriage certs I could easily get from the relevant registry offices. I have my state ID and grandparents state ID, but obviously can't obtain mothers state ID due to being estranged from her since I was a child. I sent in everything else required, plus a cover letter and an affidavit. In addition to this I also provided my uncles (my mothers' brothers) birth certificate and his state ID as extra documentation. I've been reading the updates on here for ages now.
I procrastinated and procrastinated with getting all the documents required for my application. I had started before COVID, but didn't submit my online application until January 2022 and didn't send off the documents until March 2022.
I'm a bit nervous about an elongated wait as I wasn't able to get hold of a photocopy of my mum's passport due to estrangement from that whole side of the family. Way back when I first started looking into doing this I called up asking if this would be a problem and was advised to submit an application with a simple covering letter explaining the circumstances. There seems to be conflicting opinions on whether that will be actually acceptable or not on here, but that's what I did anyway.
I'm eligible through both my grandparents on my mother's side. My grandad passed away before I was born, included all the necessary documents for him. My grandma is in the care of my mum, so was not able to get a copy of her passport (which is likely expired), but submitted the rest of her documents anyway as 'extra support' - not sure if that will help or not.
I guess I'll be hearing in March 2024 sometime. Sigh.

I too have seen conflicting reports. Saw someone late last year who was missing their dad's state ID due to estrangement and when they had their application reviewed they were told to send in their dad's brothers birth and death certificate and they were then accepted. On the other hand I have seen others not succeed, which seems entirely unfair because we are all in the same situation, yet some are succeeding and some are not. I think it entirely depends on the officer dealing with your application. Best thing to do is to send in as much supporting documentation as is feasible.
