Starting work earlier than CoS start Date

Hello,

For eg. If CoS start date is 15th Sept 2022 but SW visa is approved say by 20th August (person already in UK on T1E), can the employee start working from 1st September if employer agrees or he can only start from 15th Sept as per CoS start date?
