How to count the 5 working days priority service

Hello, I am wondering how to count the 5 working day processing timeline.

For example, if you submit an application on Monday around 5PM, is Tuesday then considered 1 working day?

Or is Monday considered 1 working day depending on what time the application is submitted?

Yes, Tuesday will be the 1st working day. But nobody cares about these 5 days: i applied with Priority Service 6 weeks ago and still waiting. Be ready to wait for 2 months
