JR pre-action protocol - what happens after? Few questions

A few questions on JR please.

1. Once UKVI accepts the pre-action protocol, reconsiders decision etc and finally asks for passport. How long do applicants have to submit passport?

2. Can it be delayed by 3/4 months as UKVI took more than 5/6 months for reconsideration and applicant is in the US now (rather than Pakistan) for next few months?

3. Can applicant ask for visa to be issued from a future date?

4. Also can the passport be submitted in the US rather than Pakistan?

Context is that applicant wants to now visit in summer 2023. Original application was in mid February 2022 for travel in April 2022, application was refused on 16/03/2022 and passport returned, a preaction Protocol letter was sent end of March 2022 and on 14/04/2022 UKVI withdrew their decision of refusal in favour of reconsideration. Now at the end of August 2022 UKVI has asked for passport again.

Applicant was in Pakistan when application was made but now is in the US since July 2022 until June 2023 (all disclosed in the original visa application)

3. Can applicant ask for visa to be issued from a future date? Not sure you get the option to do that. They issue when they issue, it's your choice to make the journey or not.

4. Also can the passport be submitted in the US rather than Pakistan? If passport has been requested to be sent to Sheffield, you can send passport from anywhere in the world. The danger is that the passport might be returned to the original visa centre that initial application was made from. So the obvious answer would be NO.

Context is that applicant wants to now visit in summer 2023You don't get the option to apply for a 6 months visa and say I want it to be active from Xtime to Ztime. Not your call!. No sin in failing, you just have to try and try again!
