Spouse visa from abroad while sponsor not present in uk

This question is for my friend:

He is British Citizen. He own 2 properties in the UK.
1 of the property is currently rented to tenants producing £22K annual since last 2 year.

He then moved to his home country for work. He is currently in india since last year and got married to Indian citizen.

Question is:

Can he used his rental income to prove that he has access to £18,600 funds rather than returning back to uk and working there for at-least 6 months?

Do UK government question why the sponsor is not present in the uk when he makes his wife application?

Sponsor does not have to be physically present in the UK in order to apply for a spouse visa applications.

Property income can be used to meet the financial requirement under category C as non employment income provided it is not their main residence, and will not be living in that accommodation once the application has been successful and the person is the owner of the accommodation.
