That is contact info for being Irish citizen, OP didn’t mention if it’s related with citizenship application or not. There is Dublin and outside of Dublin contact details, just send them an email explaining your situation and see what they say. My personal experience is, which is not related this matter, they never gave me any direct answer and put me in a loop but I hope for your case they will be more useful.
