Before they asked for it back. Not sure what's it now; I've heard you can keep it.
On the website they still say:
To become a citizen, you must then attend a citizenship ceremony and make a declaration of fidelity to the nation and loyalty to the State. You will be given your Certificate of Naturalisation at the ceremony. To complete your application for citizenship and prepare for the ceremony, you must:
Send some final documentation to us (as listed in your approval letter) such as your Irish Residence Permit (IRP) or GNIB card, passport-sized photos for your Certificate of Naturalisation.
As for traveling, legally, the card should not be used as soon as you become Irish (and get a certificate), so if you got the cert, but not the passport, re-entry visa is your only proper way. In theory, nothing stops you from showing your IRP card (if it's still in date) when you're going back to Ireland, but that might cause issues on Irish border, since they would know you're naturalized, so wouldn't recommend that.
