They don't count because technically it's not a full day of being absent in the state, so it's 42 full days. Technically, you're correct, but one delayed flight/etc will put you over the threshold and you would have to wait for 6 extra weeks (or a year, if last year before applying) to get your application lodged.
That we don't know and ISD is vague about it as well. It might be for the year, might be per 12 months of dates of your stamp. I wouldn't play with it and bank it on the 31st.
That vagueness about these sorts of matters is what led us to do our naturalization attempt shortly after the new year so that the "years prior to the application" and "calendar years prior to the application" would be essentially the same.
Some say they intentionally keep it like this and don't really want to clarify this in the future. I operated they deal with it on a stamp issue basis, which might be the case I haven't even gotten e-vetting. We'll see.

i asked mrci before they said is calendar year which means jan1 to dec 31 and also said some change can be in the future but didnt tell me what is.
