Skill worker can apply for SIA License?

can anyone assist in my query.
Someone in skill worker sponsorship visa and he wants to apply SIA license . Is he eligible to apply for SIA as they check right to work for get the license.

Not to work now. Just to keep it for part time work after get the ILR.

Any chances to get SIA license while at Skill worker Visa!

The skilled worker visa holder cannot work for other company, hence even if you can get SIA licence, you will not gain anything...
