No he doesn't. I applied through my maternal grandmother. My mom is an Irish citizen automatically same as your father. Mom mom has never had an Irish passport. It's not required for your FBR. You're just providing evidence linking you to your Irish born grandfather and you're good.
I see what's happening, on the first page "General" you should be selecting the first option, "Born abroad to a parent born in Ireland" because it's referring to your father, not you.
