Does ‘driving licence’ refer to just the card?

Hello,

Applying for passport, can I just send a certified copy of just my driving licence card? Or does it mean the full form document? Thanks.

If it's a photocard style driving license (like here for example - https://www.nidirect.gov.uk/articles/ph ... -explained) - fine.
