Nationality issue

A person was granted ILR in 2010 May and he was unable to apply for the passport because of points on his license.
His child was born in December 2011
And then entered in the UK as dependent child in 2014 along his mother who got spouse visa.
Is this child eligible to apply for passport directly? Or there is any issue?
Any help will be much appreciated.

As far as I understand children born abroad to parents with ILR are required to have ILR themselves to be able to register as British citizens (form MN1). That is they are not automatically British citizens who can apply to HMPO for a passport.

So the child is not entitled to apply citizenship directly he has to apply ILR first?
If his dad get passport later on when he is still under 18 will he be eligible for HMPO passport application?

If his dad get passport You mean dad obtains British citizenship? later on when he is still under 18 will he be eligible for HMPO passport application? No - dad's citizenship doesn't pass over to child born before dad became citizen.
