It's from 2017 and possibly something changed (I'm not an expert at all in CoE-RoA), but that might mean there's no formal process of appeal, which would allow the child to travel while it's happening.In relation to this decision, there is no right of appeal or right to administrative review.
In the end of 2021 I made an application for my newborn child (who was born abroad), we entered the UK by car from France and the officer asked us about statuses, I just told him that the little one is still waiting for status, he said that's fine, as long as you have already applied for it you can live, enter/exit the country without any issues. The little one got his status one month after he entered the UK
