NHS fees for ILR

Hello
A friend is currently on the family route visa( 2.5 years x 6) planning to apply for his ILR but would like to know if he has to pay NHS fees on top of the application fee of £2404.
Also what form should he use to apply.

No, there is no IHS (Immigration Health Surcharge) payable for ILR applications.

Apologies this is the fifth time on the 2.5 family route.He apparently renewed for a further 2.5 years after 10 years as he couldn't afford to pay for ILR at the time. So in total he has been on the same visa for 12.5 years expiring next month hence the need to apply for ILR.
