Emergency travel to ireland for Indian national from belgium

Dear all, I would really appreciate a prompt response on this. A friend of mine who is an indian national currently resides in Belgium. His younger brother lives in Dublin and he met with an accident today. He has been admitted to the hospital and is in critical condition.
My friend is desperately looking at options to travel to Ireland immediately, so he can support the family.
A standard visa has a 6 week processing timeline.
Please can you advice is there are options for an expedited visa in these circumstances.

He can of course enclose the accident information and so on, but there's no guarantee the visa will be expedited in any way; besides, brother is, unfortunately, not an immediate family member.

Is sibling not considered as an immediate family member?

No, sibling is an extended family member.

Spouse, dependent children and dependent parents are immediate family members.
