Uk visit visa refused from Pakistan

Hello everyone,

My brother applied for a uk visit visa about a month ago which was refused last week.
he submitted his documents along with my sponsorship letter and my bank statements but still got refused.
Question, Why can't they give a chance for appeal or administrative review.
These reasons could be answered very easily if was given an appeal.

The right of administrative review (or appeal) is not available for any visitors visa application.

Unfortunately, your brother earns too little. He would be spending a years income on a 13 day trip.

Not saying he truly wouldn't do that, but it rings all kinds of bells.

How does he pay his day to day bills? What else would he survive on? It doesn't look good.
