If your husband worked full-time, you could use his wages for the financial part of his sponsorship. Even if he could only earn the national mininimum hourly wage of £10.42, it would be just under 19k.
Are you saying you receive Income Support and Universal Credit?

Have you used a benefit calculator to see how much better off you will be if he worked at least 35 hours a week?
No I’m not on income support, but it has to be calculated to figure out if we can go through the adequate maintenance route and if I can support my family. It's a joint Universal Credit claim for partners, but there is no couples element (extra benefit money) if the partner is on a visa and has No Recourse to Public Funds
