Schengen Visa from UK while in UK on Tourist visa

Hi my Mother Visiting me from Pakistan in September , She also want to see her Daughter ( My sister) , She lives in Netherland, But there are no appointments in Pakistan for Schengen visa.
is there anyway or have personal experience that She could apply here in UK.
I know normally you can't apply if you are visiting but asking might be there's way.

To apply for a Schengen visa in the United Kingdom go to the VFS Global application centre in Birmingham, Edinburgh, London or Manchester. You can only submit an application there if you live in the United Kingdom.

From Irish experience, they ask for a proof of residence, taking applications only from residents. You can, of course, ask the application centre directly, but chances are you won't be allowed to do so.

Can't your sister and family meet her in the UK?

Its more convenient if My mother go there.

Bcoz they are Family of 6, (With 4 Children),

kids want to see Grandma,

if its not happening then obviously my sister coming alone to UK to see mother.
