De Facto Process - non-EEA/EU with EU sponsor

Hi all just wondering if someone can direct me to where I can find more on the following:

1. Spanish national sponsor; American applicant
2. In relationship/cohabiting for two years
3. What is the application process for them to come to Ireland under EUTR - de facto/durable?
4. I note visa required nationals have a visa process which they would provide evidence of the relationship etc. but as a non-visa national is she permitted to travel to Ireland as the de facto and apply under EUTR once in the state? What do they give/say to border management?

They can come to Ireland like that, yes. They should say to border official they're going to apply for residence based on Treaty Rights (and do so within 90 days).

Great! Do they need to have the EUTR1A form filled prior to their arrival? Or do they need to give the passport control officer any proof of their de facto etc.?

I don't think any proof for de facto is required (the processing will happen later); good to have contacts of the partner at hand if any questions arise.
On a side note, be aware that person arriving may not get a temporary permission that allows them to work, so it's recommended to show (and have) savings.
