So,
Minister confirmed:
At the end of September for 2023 (before October Ceremony):
31k backlog of applicants in the System
10,882~11k Naturalized in 2023
10 ceremonies done
17k requests received in September

And planning do 7 ceremonies in December
3300~3.5k Naturalized October 2

So
Total naturalized for October 2 is 14.5 for 10 ceremonies
14.5/10*7=~10k will be naturalized December for 2023
So total backlog will be 31k-3.5k-10k=17.5
Organic growth of applications will be 17k/3*4=22.5k-17k=5.5k
So 5.5k+17.5=23k total backlog on Dec 31 2023.
Total naturalizations for 2023=11k+3.5k+10k=24.5k

As you can see the naturalizations requests for 2023 =22.5k~24.5k number of naturalizations, means that without increasing number of ceremonies will be impossible to speed up the naturalization process.
