I had actually asked this on behalf on my family member a few months ago, and then he eventually contacted the HCI.
They said that you should surrender your Indian passport before you apply for a visa to go to India, but renunciation is not required before applying for the visa.
So he did exactly that. He surrendered his passport and then got an e-visa.
