Naturalisation of a minor

Naturalisation of a minor

Trying to help a fronds here. Here's their situation:

A minor born in the state in 2007, and was not entitled to Irish citizenship at the time of birth as their parents were not legally in Ireland, left the country with family for about 12 years and are now back since 2019 (this time, their mother has a stamp 3 visa). Can they still apply using form 11 or should they wait until one of their parents become a naturalised citizen?

one of the parents has to have Irish citizenship first, order to apply for a minor

That's not right. If the minor was born in Ireland it's possible to apply for their naturalisation after 3 years, even if the parents aren't yet naturalised.

My question here is more to do with the parents status at the time of the minor's birth.
