OISC Regulations for Sponsor Licence Applications

Dear Members,
Do I have to be regulated under OISC in order to make the Sponsor Licence Applications?
The SL application process is not written into the immigration rules. That is the basis of my educated guess Plus this overlaps with HR/business mgt.
