What's the reason for extra renunciation step?

What's the reason for extra renunciation step?

I think this step was only added a month or two ago.

Could someone please explain the purpose since according to citizenship laws, a person automatically loses Indian citizenship when British naturalisation takes place? The authorities are informed at the time of surrender of passport, so why did they add this process?
