How much valid visa i need in order to apply for wife ?

How much valid visa i need in order to apply for wife ?

I have an IGS visa and i am gona marry in 19th December in Pakistan.
My visa is gona finish on 28th of april, so after marriage i have almost 4 months left for my current visa to expire.
Is there any restriction ? how much valid visa i need in order to apply for wife ?

and also one more thing, she is 20 years old , is the new rule for 21 years is also valid for non settlement categories too ?
