Maintenance funds requirement for dependent of HSMP holder

Dear forum members

Circumstances are:

HSMP approved on: Dec 2007 (after Nov 2006 and before launch of Tier1)
Now applicant needs to apply for dependent visa of his/her spouse.

Is the maintenance funds requiremnt applicable, if it is then (3 months requirement is applicable) that is balance should not drop below £2500 for full three months or just the bank statement with ending balance of £2500 would serve the purpose.

OR

Applicant is exmpted from 3 month rule as HSMP is given before the launch of Tier 1.

This is confirmed that pre Nov 2006 applicants are exempted from this requirement but how about those who got HSMP after Nov 2006 and before the launch of Tier 1.

I have read in detail the guidance notes however could not find the answer of above question anywhere.
