Best and quickest way to Irish Passport

Hello,
Best route.
My father was born in Scotland to Irish parents and has not registered on the FBR.
What is the best and quickest way for me to register?
1. Have my father register with FBR, or
2. Can I do it through my grandparents without my father registered?

Number 2. Your dad would have had to already be registered at the time of your birth. Go straight yourself based on grandparent.

You will have to go through grandparents by descent. Be sure to choose through grandparents with parent an Irish citizen born abroad.

Where were your father’s parents born? If at least one of them was born on the island of Ireland, your father cannot register for FBR and does not need to do so, as he is automatically an Irish national by descent.

You can register for FBR only if at least one of your father’s parents were born on the island of Ireland.
