If they are on a 27month spouse visa they will need to show they are living with their spouse in any case (with a dozen or so pieces of proof ie letters, appointment cards with address, driving licence etc) for ILR application in around 2 years. If any benefit is being claimed, it would be fraud if the local authority didn't know of their existence - need to claim jointly for tax credits.
