Critical Skill permit refusal

I recently applied for a critical skill permit for an employee but got rejection reason.

Employer does not meet the requirements set out.

The Limited company has 10% non eu employees and is registered with Revenue and CRO. I have gone through the guidance again and it seems like the company is meeting all the requirements.

I did send P30 and other required documents in the check list.

Can someone guide what I could have been missing that resulted into above rejection?

There's very little information for us to go off from.

Is this a first CSEP for the company? If no, what has changed since?
What is the position/salary?

that's the only one liner I have got on the refusal. It doesn't say anything other than this one line.

Employer does not meet the requirements set out.

this is first CSEP for the company and we never applied for it in the past.

The position is for the software engineer and salary is set to 38k. the candidate holds a computer science degree.

The obvious option is to ask them; send them an email/call, wouldn't hurt to try.

Also not sure if having a salary that's scraping the barrel (just about meets the requirements) is a good sign.

got it - that could certainly be an issue. I can certainly increase this as the resource is right fit.

I'll try to contact them and update here for future reference.
