Not true. My partner’s approval letter in December said the same thing. If you wish to be considered in the next ceremony you must pay the fees and complete the process by X date. And there is no such thing as a "request" to be included in the upcoming ceremony as well.
In all communications, they have stated not to contact them unless it's absolutely necessary.
For example, this is from the announcement of the upcoming ceremony:

I understand that waiting can be frustrating, especially when seeing other people's applications progress much faster. However, it seems they've been making some improvements, and they deserve to be cut some slack. We’ll wait and see what happens this year.

My approval letter came shortly after the December ceremony and did not have this same wording, but I am going to the upcoming ceremony on 26 February.
