FLR as a Family Member on the partner route

Hi,

If someone is on FLR as a Family Member on the partner route are they considered as a partner's dependent?

For immigration purposes, yes.

Does it mean that this can be counted toward ILR under the Global Talent route dependant?

Here is what is published in the HO website:

"Your partner can include time they’ve spent as your dependant on another visa to count towards the continuous years they need to qualify. They cannot count any time spent on their own visa (not as your dependant)."

If a pbs dependent switches to flr m, the 5 year clock resets to zero.

You need to read the whole requirement, not just an isolated piece
Eligibility for partners
Your partner may qualify if all the following apply:

they have permission to be in the UK as your partner (as a ‘dependant’ on your tier 1 visa)

they’ve lived in the UK with you as your dependant for at least 5 continuous years
This refers to any points based dependent visa (student, skilled worker etc), not flr m spouse visa as flr m is different immigration rules and requirements. Flr m need 60 months on flr m for ilr
