Skilled Worker (graduate in Tier 4/Student Route switching to skilled worker)

Hi,
I am wondering if anybody can help me.
When I go on Create and assign CoS on SMS, after selecting the route of "Skilled Visa", In drop down window, I see the following options:
1) Skilled Worker (Switching immigration Category -ISC liable)
2) Skilled Worker (Switching immigration category - ISC exempt)
3) Skilled Worker (graduate in Tier 4/Student Route switching to skilled worker)

Can you please advise me which option should I select when Creating and Assigning a CoS to a person who was a student but is currently on PSW visa?
