Question regarding "Passport issuing country"

Hi hope all are well. I have a question regarding the "Citizenship Certificate Fee" form.
Under the "Nationality and passport details" there is this "Passport issuing Country", I hold Malaysian passport and it was issued in London (I renewed it in Malaysian embassy Dublin). So should I write Malaysia, United Kingdom, or Republic of Ireland?

Passport issuing country is your nationality country, not the country it was physically issued in, like UK/London.

Also, republic of Ireland is not part of the United Kingdom.
