UKVI - Objection on New Entrant Application on CoS

Hi all,
I need your advise on the following issue. Some of you may have had it happen before. Your input is highly welcome:

I had issued a CoS to one of our worker, who had finished his MBA from a university and was in the last month of his PSW visa. His age on the date of application was 25 years and 10 months on the date of his application. The salary offered on CoS is £31,000.00, the position is "Sales Administrator"

I received the following email for UKVI:
We have started consideration of this application, however before we can proceed any further, we require further information.

The applicant does not qualify for tradeable points under Option E (New Entrant).
SW 12.3. Granting the application must not mean the applicant’s combined permission as a Skilled Worker, Graduate and/or Tier 2 Migrant would be more than 4 years in total, whether or not the permission is for a continuous period.
Please amend the salary (to meet going rate) on the certificate of sponsorship in-line with this requirement or amend the work dates to fall in line with this 4 year requirement.
Please add a note to the certificate of sponsorship to confirm your request so we can process the application accordingly.

You can add a note to the Certificate of Sponsorship (CoS) using the following steps:

1. Go to Workers
2. Sponsorship Duties
3. Managing live certificates
4. Search by using the certificate number or name
5. Sponsor notes
6. Add in free text comments
What is your suggestion?

Should I
1) just agree to reduce the visa from 3 years to 2 years?
2) Increase the salary to £36000?
or
3) reduce the visa to 2 years (from 3 years) and increase the salary also?

I want the worker, he is very good on his work and is an asset for the company.

Please advise if I have any other option too?
Please advise the best option I should go for and why?

It sounds that it is totally your decision. From immigration POV you need to meet the rules that's it.
Either option will probably move you to be inline with the rules.
If you ask for business advice then you are not in the correct place.
