Hello house.

Please can a master's degree student, who failed his course of study at a University, seek for admission in another university in the same course and be granted visa in the uk?

They can apply for a new Student visa for a new course, if the new university is happy to sponsor it.

However they can only apply for the new visa in their home country, not in the UK. An application made in the UK requires academic progress, which includes having completed the course for which the current visa was granted.

Because of this, a university is highly likely to only issue a new CAS when you can show that you have returned home.
