No you cannot start your new job until you have ILR.If it doesn't become available is it OK to start the new job while my ILR application is pending?

While an application is pending, your existing skilled worker visa conditions apply, you can only work for your skilled worker sponsor obvs if still employed.
Also note that super priority is not a guaranteed service either.

Yes, the same rule still applies as you hold a sponsored work visa. There is no need to provide relationship documents.
