How to seek for assylum in Germany?

How to seek for assylum in Germany?

I have a friend living in Kazakhstan of a german decsent. He couldnt immigrate to Germany, even though he tried. He has a few relatives there; his grandmother is the closest among them. Can he come to Germany as a tourist and then just stay there with his relatives and apply for assylum? Suppose he can get a Shenghen visa. What should he do when he is in Germany?
