Parts of this sound like the advance passenger screening system they have in Australia and New Zealand.

If they are going to track departures it will need to be integrated with the British system.

Indeed. Tracking departures from Republic of Ireland airports would not be enough. They'd need access to flight departures from Northern Ireland and even Great Britain, unless they plan on tracking departures from Ireland to Britain by ship.
