Travelling with COA

Hi folks

I am in the process of applying for the EEA2 for my wife and understand that a COA will be issued by the Home Office.

My question is, can one travel with it? Seems to me any airline will have a problem letting my wife get on a plane to the UK without a valid visa or residence card....

Any real-life experience anyone?
