Applicants from the US - how is everything returned?

I am sending my documents to NY British Consulate. Do they return documents by UPS or FedEx or just standard mail (they charged me $12 for "mailing fee"), or do I have to send them return label for UPS/FedEx?

If it's anything like the UK, they'll send it out by normal mail, unless if you've prepaid for special delivery or the such. Is that what the $12 mailing fee was for?

The fee covers FedEx, which the consulate in NY do use (next-morning delivery).
