Tier 2 intra-co transfer - visa required for 2 month post?

We have a US based employee (US national) who is going to come to the UK on a two month assignment. We know that we need a Cert of Sponsorship for him, no problem. But do we also need to apply for entry clearance for only two months. The UK Visas website contradicts itself, one section says yes, one says no. Thanks!

Tier 5 (performers, for example) is where the entry clearance can be waived for non-visa nationals if they come for less than 3 months, but tier 2 ICT means meeting the points based assessment first, and importantly showing that they have worked for the company for at least 6 months directly prior to the application. So yes, an entry clearance will be required. The applicant under tier 2 cannot be assessed by immigration on arrival.

For T2 entry clearance is mandatory regardless of length of stay / CoS.
