Why are you shouting? On the internet posts in block capitals are the equivalent of shouting, and on this board such postings are liable to be removed without warning.
Children under 18 cannot apply for Naturalisation, but might be able to apply for Registration as British. Once granted there is little difference between the two, but in the application process there are, which explains for example why children applying for Registration do not need to pass the Life in the UK Citizenship test.
But if born outside the UK they will need to wait for a parent to apply for Naturalisation. If born in the UK, before either parent got their ILR, they can apply for Registration as British, and after that is granted, apply for British passport.
If born in the UK after parent(s) got ILR then the child is British from the moment of birth, so just a question of applying for the British passport.
