EEA2 waiting time more than 7 months....

Hi There, Im from non EU and my wife is from Austria. send my application for EEA2 as a married Partner on 7th july. got the COA on 28th August. since then havent heard anything from them. its almost 7 months and 2 weeks!!! called the HO a month ago and got replied that my application is "awaiting cosidration".
Im a bit worried now.
anyone in the similar case?
I dont really believe that the complains will help much. but still if some one has a result plz post.
