Application sent for PermRes - No word after 4 months

I sent an application (along with the cheque) for Permanent Residency back in November.
Since then i've heard not one word from them.
The information online suggested that I would get a confirmation from them after 3 months.
Since then i've tried emailing them, ringing them, and now writing them.
Anybody else experience this sort of delay?
I don't even have a case number assigned.
It's impossible to get ahold of anybody via the phone and the website talks about a "CIC Helpline", but that doesn't appear to exist either.

Unfortunately I've changed address and that's why i need to contact them.
I'm confident that a letter hasn't arrived at my old place as i know the landlord and have explained to the new tenent that a letter may arrive etc.

What can I do?

I live in Ireland and apply for Canada via the Canadian High Commision in London.

Things slowed down over Christmas period for all CHC activity. This could have induced a delay.

Did you send recorded delivery (always best when dealing with CHC)? If so, you can check it was received and signed for?

Are you definitely on 'the list' of 38 jobs? If so, wouldn't worry yet. If not, this could be why you haven't heard and application could be returned.

What list of 38 jobs?
Insofar as I am aware, anybody can apply for Perm Residency.

4 month wait ok

We didn't hear anything for nearly 5 months. Then we got a letter saying they received our application. Then silence for 22 months, and last week we got a letter saying they are ready to start processing application. so be patient it takes ages!!
