Non-EEA family members of EEA national

Hi,

I am citizen of EEA country, however I was born outside this country. My question is whether my parents and spouse who are non-EU citizens can join me when I move permanently to UK?

Which conditions have to be met in order to apply for Family permit through European Law and stay in the UK?

Which documents are needed to prove that my parents are dependent on me?

I would be highly obliged for your advice.
