UK Borders Act Commencement Orders-in relation to section19

Hi,

Could anyone tell me if there has been a commencement order bringing section 19 of the UK Borders Act 2007 into force?

Basically it modifies section 84 of the Nationality, Immigration, and Asylum Act 2002- this allows statements made under section 120 (additional grounds in an Refusal appeal) to be considered no matter if they are new evidence or not (though I am not am immigration lawyer).

Did you find out if it is in force or not?

OK I checked it on Westlaw (I am a law student so I have access to it)

It clearly says over there that Section 19 of the UK Borders Act 2007 is not yet in force.
