Can any one tell me in detail that what is Transitional Arrangement?

It's an arrangement for holders of the now discontinued IGS to be able to change to PSW and have leave to remain for an extra year (together with any IGS leave they have remaining). This transitional arrangement can only be done in the UK.

I am in the uk I need to apply for transational Arrangement but how to do it I don't know that what I asked.
