Who approves the visa?

Hi all,

Who approves the visa , when we apply from outside UK ?

Are application forms forwarded to Home office in UK or local British High commission approves the visa?

Also when we get verification calls, is it from local British embassy or from UK home office ?

Most visas are aurhorised locally, and any verification calls are made from the High Commission or Embassy/Consulate abroad.
