Dont think you need english letter .
Take a look at the application form and the section for english requirement .
They are asking if the degree is registered in points calc .
You dont need any proof for that .
Proof was needed for HSMP not tier1

IIT Roorkee (as Roorkee Engineering College) was in UP initially and thereafter after the division of the state it now falls in Uttaranchal. There seems to be some discrepency on the points calculator but as it is based on the information provided by NARIC the following are the options for you:Degree taught in English
186. An applicant may provide evidence that he/she holds a degree which is equivalent to United Kingdom Bachelors level or higher and which was taught or researched in English to a particular level as evidence of his/her English language ability.
